He was first elected to the Kentucky House of Representatives in 1986 and has been re-elected every two years since then. Adkins was born on November 4, 1959 in Sandy Hook, Kentucky. He attended Morehead State University, where he earned a Bachelor of Science degree in Business Administration. He then attended the University of Kentucky College of Law, where he earned a Juris Doctor degree. Adkins is married to his wife, Debbie, and they have two children. Adkins has been involved in numerous civic and charitable organizations, including the Kentucky Chamber of Commerce, the Kentucky Bankers Association, the Kentucky Retail Federation, the Kentucky Association of Counties, and the Kentucky Association of School Administrators. Adkins ran for governor of Kentucky in the 2019 Kentucky gubernatorial election, with running mate Stephanie Horne. During his campaign, he raised $1.5 million. Adkins finished in second place in the Democratic primary, losing to Kentucky Attorney General Andy Beshear. Adkins joined the Beshear administration on December 10, 2019, as the governor's senior advisor.

A cancer survivor himself, Rep. Adkins sponsors the annual "Rocky Adkins Charity Golf Outing – Cure for Cancer" which has raised over $2.3 million for cancer research since its beginning in 1995.

He was inducted into the MSU Alumni Hall of Fame in 2004 and named the recipient of the 2012 Founders Award for University Service.
